Miles Jennings, the head of policy and general counsel at venture capital firm a16z crypto, has advocated for a
SAFE harbor from regulatory enforcement for crypto airdrops. In a report published on Thursday, April 10, 2025, Jennings stated that airdrops should be ’safe, legal, and frequent.’ He criticized the harsh regulatory approach taken by the Biden SEC, which he said created perverse incentives detrimental to Americans, excluding them from airdrops and depriving them of ownership of the internet. Jennings’ proposal aims to address these issues and promote a more favorable regulatory environment for crypto.
